The SHE-MART initiative, launched by the Ministry of Rural Development, transforms rural women from micro-credit earners to enterprise owners. It bridges market gaps for SHGs through community-owned, professionally managed retail hubs, boosting the national Lakhpati Didi mission.
Why In News?
The Ministry of Rural Development recently held a national consultation in Bhubaneswar to finalize the operational guidelines for the SHE-MART initiative.
About SHE-MART Initiative
The Ministry of Rural Development (MoRD) implements the SHE-MART (Self Help Entrepreneurs – Marketing Avenues for Rural Transformation) initiative through the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM).
The government introduced this socio-economic initiative in the Union Budget 2026–27.
The scheme transitions rural women from subsistence-level, micro-credit-dependent earners into confident formal enterprise and retail owners.
Key Objectives
The initiative bridges the market access gap for rural women by scaling up production and building sustainable supply chains.
It directly supports the national mission to create 3 crore additional Lakhpati Didis by 2029 (women earning an annual income of at least ₹1 lakh).
The government shifts focus from supply-side livelihood promotion (like credit and training) to demand-side, enterprise-led market integration.
Features and Structure
Local Cluster-Level Federations (CLFs) of Self-Help Groups (SHGs) own and manage these retail stores and aggregation hubs, ensuring grassroots governance.
Establishes decentralized, professionally managed enterprise ecosystems rather than subsidy-dependent welfare outlets.
Links women entrepreneurs with the Open Network for Digital Commerce (ONDC) to enable commission-free digital selling nationwide.
Utilizes the India Post network to ensure affordable last-mile delivery of rural products to urban consumer markets.
Provides structured branding, packaging, standardized billing, and digital inventory systems to help rural products compete in organized retail.
Digital end-to-end loan system offers innovative financing instruments and improves the working capital cycles of participating SHG women.
Significance
Eliminates Middlemen: By providing direct retail outlets and structured market access, the initiative eliminates exploitative middlemen who historically dictated prices.
Boosts Local Economies: SHE-MARTs operate as community-owned models, the profits circulate locally, which increases rural employment and economic resilience.
Promotes Diverse Products: The platform supports a diverse product ecosystem, allowing women to sell organic farm goods, handicrafts, handlooms, processed foods, and wellness items.
