OPERATION MULE HUNT: CRACKDOWN ON CYBER FRAUD NETWORKS

Gujarat Police's 'Operation Mule Hunt' dismantled massive cyber fraud networks by seizing illicit mule bank accounts. To combat escalating digital crimes, RBI and IDPIC have integrated AI-driven tools like MuleHunter.AI and risk-scoring systems to monitor transactions and track launderers.

Description

Why In News?

Gujarat Police launched a statewide crackdown, 'Operation Mule Hunt', which has unearthed cyber frauds worth Rs 2,289 crore.

About Operation Mule Hunt

Gujarat Police drives Operation Mule Hunt, a coordinated statewide crackdown to dismantle the financial backbone of global cyber fraud networks.

The operation targets and destroys networks of mule accounts to prevent scammers from routing illicit funds and to protect the hard-earned savings of citizens.

What are Mule Accounts?

Cybercriminals use a mule account as a proxy bank account to receive, transfer, and launder illicitly obtained funds originating from digital frauds.

These accounts function as the financial backbone or lifeline of organized cyber fraud syndicates, enabling them to safely move stolen money.

How Fraudsters Procure Mule Accounts?

Scammers target and recruit "money mules"—often unwitting or complicit individuals—by exploiting them through fake job offers, lottery scams, or outright coercion.

Criminal syndicates establish fake or proxy firms (such as 'Saurath Overseas') to open legitimate-looking corporate bank accounts strictly for channeling cybercrime proceeds in exchange for commissions.

Local operators rent out these accounts and their accompanying SIM cards to global cybercrime networks for small monetary incentives.

The Modus Operandi (How the Money Moves)

Victims unknowingly deposit stolen money into a primary first-layer mule account after falling prey to scams like digital arrests, investment frauds, or fake trading apps.

Handlers rapidly move these funds through multiple layers of intermediate mule accounts within minutes to intentionally obscure the financial trail and complicate police investigations.

Network operatives quickly withdraw the cash via ATMs or cheques, and then route the physical money through traditional angadia channels.

Masterminds convert the funds into cryptocurrencies or transfer them to offshore accounts controlled by operators sitting in Dubai, China, and Southeast Asian countries like Myanmar, Thailand, and Cambodia.

Technological Countermeasures & Detection

Reserve Bank of India (RBI) deploys MuleHunter.AI, a specialized Machine Learning (ML) solution currently active across 26 banks, to proactively detect and flag suspected money mules.

The Indian Digital Payment Intelligence Corporation (IDPIC) enforces an AI risk-scoring system that classifies every financial transaction as low, medium, or high risk to stop large-scale laundering in real time.

Banks utilize advanced multi-model AI architectures, particularly Graph Neural Networks (GNN), to map the complex network topology of fund flows and expose heavily layered mule networks.

Law Enforcement Agencies, like the Gujarat Police under Operation Mule Hunt, leverage data from the Indian Cyber Crime Coordination Centre (I4C) and the 1930 National Cybercrime Helpline to execute targeted "surgical strikes," systematically identifying and freezing these fraudulent accounts.
