About Pradhan Mantri Ujjwala Yojana (PMUY) 

Launch & Nodal Ministry: PMUY is a welfare scheme launched by the Ministry of Petroleum and Natural Gas (MoPNG).

Tagline: "Swachh Indhan, Behtar Jeevan" (Clean Fuel, Better Life).

Core Objective: To provide clean cooking fuel (LPG) to adult women from poor households, replacing highly polluting traditional fuels like firewood, coal, and cow dung.

Phases of the Scheme

PMUY 1.0: Launched in 2016, in Ballia, Uttar Pradesh. The initial target was to provide 5 crore LPG connections, which was later revised to 8 crore. Beneficiaries were identified using the SECC-2011 (Socio-Economic and Caste Census) database.

PMUY 2.0 (Ujjwala 2.0): Launched in 2021, in Mahoba, Uttar Pradesh. This phase made the scheme migration-friendly by allowing applicants to submit a simple self-declaration as proof of address instead of formal ration cards. Ujjwala 2.0 provided the first refill and a gas stove completely free of cost.

Eligibility & Required Documents

Target Beneficiaries: The connection is issued in the name of an adult woman (18+ years) belonging to a Below Poverty Line (BPL) household.

Criteria: There must be no pre-existing LPG connection from any Oil Marketing Company (OMC) in the same household.

Expanded Categories: The scheme encompasses marginalized communities, including SC/ST households, PM Awas Yojana (Gramin) beneficiaries, Antyodaya Anna Yojana (AAY) beneficiaries, and forest dwellers.

Documentation: Requires KYC forms, Aadhaar card (for identity and age proof), a bank account (for Direct Benefit Transfer of subsidies), and a deprivation declaration.

Financial Support & Subsidies

Connection Assistance: Union government provides cash assistance of Rs 1,600 per 14.2 kg connection to cover the security deposit of the cylinder, pressure regulator, safety hose, and the consumer card.

Targeted Subsidy (2025-26): The Union Cabinet approved a subsidy of Rs 300 per 14.2 kg cylinder for up to 9 refills per year (down from 12 refills in prior years).

Budget 2026-27: The total allocated LPG subsidy is budgeted at Rs 11,085 crore, which includes Rs 9,200 crore specifically for PMUY connections and Rs 1,500 crore for Direct Benefit Transfer (DBT) under PAHAL.

Achievements & Impact

Scale: As of May 2026, the scheme has crossed over 10.5 crore connections.

Refill Consumption Trends: The Average Per Capita Consumption (PCC) of PMUY beneficiaries has steadily improved from about 3 refills in 2019-20 to 4.47 refills in FY 2024-25, reaching 4.83 refills by early FY 2025-26. (Source: PIB)

Challenges Facing PMUY

Affordability and Refill Gap: Despite a Rs 300 subsidy, refill costs burden BPL families. PMUY beneficiaries average 4.5–4.8 annual refills, compared to 6.5–7 for non-PMUY consumers, with some households taking no refills after the first year.

Fuel Stacking: Rural households often limit LPG to quick tasks, relying on biomass for labor-intensive cooking. This "fuel stacking" leaves toxic smoke in homes, failing to eliminate respiratory and eye health risks.

Global Price Volatility: India's reliance on imports (85% crude, 50%+ LPG) leaves domestic prices vulnerable to global surges, often making refills unaffordable for the poor.

Logistical Hurdles: Remote areas lack home delivery, forcing beneficiaries to lose wages for transport. Mandatory 45-day refill gaps also disrupt supply for large families.

Cultural Factors & Diversion: Preferences for traditional chulhas slow adoption, while "ghost connections" divert subsidies to commercial entities like hotels.

Way Forward

Flexible Pricing and Portability: Dynamic subsidies that adjust for international price spikes can prevent a return to solid fuels. Promoting 5kg and 10kg "Chhotu" cylinders reduces refill costs for low-income earners.

Optimized Distribution: Using Kirana stores and Common Service Centres (CSCs) as micro-hubs shortens travel for rural users. Increasing distributor commissions for home delivery in remote or hilly areas ensures reliable access.

Clean Energy Synergy: Linking PMUY with PM Surya Ghar (solar-powered induction) and GOBARdhan (biogas) provides low-cost alternatives for heavy cooking.

Awareness and Change: Training "Ujjwala Didis" via Lakhpati Didi Self-Help Groups creates local ambassadors to address safety and discourage fuel stacking.
