Why In News?

The Ministry of Food Processing Industries (MoFPI) in collaboration with the World Bank Group-led SAPLING initiative, inaugurated the Regional High-Level Policy Dialogue in Ahmedabad, Gujarat.

What is the SAPLING Dialogue?

SAPLING stands for South Asian Policy Leadership for Improved Nutrition and Growth.

It is a regional platform led by the World Bank Group that convenes governments, private sector actors, innovators, researchers, and development partners.

It accelerates the transformation of resilient, nutrition-focused food systems across South Asia.

It operates through three thematic pillars: policy reform, investment mobilization, and technology scaling.

It aligns with the World Bank Group's AgriConnect initiative, which aims to reach 300 million farmers by 2030 through better infrastructure, smarter policies, and finance powered by digital solutions.

The 2026 Dialogue theme: "Unlocking Value: Advancing Food Processing for Employment Generation and Sustainable Growth in South Asia."

Key Objectives

Policy Reforms: Advance regulatory frameworks that enable private investment, MSME formalization, and quality standards harmonization across South Asia.

Investment Mobilization: Unlock capital for food processing infrastructure, cold chains, and agri-tech startups through public-private partnerships.

Agricultural Innovation: Scale breakthrough solutions in cold chain logistics, digital traceability, sustainable packaging, and smart processing technologies.

Technology Adoption: Deploy agri-tech and digital tools that connect farmers to markets, reduce post-harvest losses, and improve traceability.

Major Focus Areas

Food Processing

India increased food processing from 10% (2016) to 17% (2023), targeting perishables like dairy, fruits, and vegetables for further value addition.

Value Chain Development

Enhance farm-to-factory logistics via infrastructure investment and integrate informal food processors into regulated value chains.

Agri-Tech Solutions

Feature cold chain, traceability, and smart tech via an Innovation Fair. Use genome editing and precision farming to improve processing-grade crop quality.

Farmer Income Enhancement

Lower post-harvest losses, currently 16% for perishables, by upgrading logistics. Boost price realization by connecting farmers to exporters and processing industries.

Significance

Regional Food Security: South Asia houses nearly 40% of the world's stunted children; SAPLING drives nutrition-sensitive food system transformation to combat the "double burden" of undernutrition and obesity.

Climate Adaptation: Climate change threatens crop productivity across the region; SAPLING scales climate-resilient agriculture and sustainable pest management strategies.

Sustainable Development Goals (SDGs): The initiative directly advances SDG 2 (Zero Hunger), SDG 8 (Decent Work), SDG 12 (Responsible Consumption), and SDG 13 (Climate Action).
