The Union Civil Aviation Minister launched the Electronic Personnel License (EPL) for pilots.
The initiative aligns with global standards set by the International Civil Aviation Organization (ICAO).
Pilots can access their licenses via the eGCA Mobile Application, eliminating the need for physical cards.
EPLs are tamper-proof and harder to forge, enhancing security. They simplify verification for employers and authorities.
The shift to digital licenses reduces plastic and paper consumption, supporting sustainability goals.
EPLs align with ICAO’s Amendment 178 to Annex 1, which encourages electronic licenses for improved efficiency and security .
India’s aviation sector is rapidly expanding, with plans for 50 new airports by 2029 and 1,700 new aircraft orders. The country will require 20,000 pilots in the coming years.
The EPL is part of broader digital initiatives, including the eGCA platform (licensing), Digital Sky Platform (drone management), and Electronic Flight Folder (EFF) (airline operations).
It is a UN agency established in 1947 under the Chicago Convention, to set international aviation standards (e.g., safety, security, environmental performance).
Its amendment 178 to Annex 1 (Personnel Licensing) prompted member states to adopt digital licenses.
By implementing EPL, India became the second country (after China) to adopt this system, demonstrating compliance with ICAO’s roadmap for modern aviation governance.
