ANNUAL SURVEY OF INCORPORATED SERVICES SECTOR ENTERPRISES (ASISSE)

The National Statistical Office (NSO) launched ASISSE to bridge data gaps in the formal services sector using GSTN-backed information. This tech-driven survey enhances GDP calculation precision and evidence-based policy, marking a monumental step toward data-driven governance and modernising the Indian economy.

Description

Why In News?

The National Statistics Office (NSO), under the Ministry of Statistics and Programme Implementation (MoSPI), launched the first ever Annual Survey of Incorporated Services Sector Enterprises (ASISSE).

What is the Annual Survey of Incorporated Services Sector Enterprises (ASISSE)?

NSO has launched the first-ever Annual Survey of Incorporated Services Sector Enterprises (ASISSE), covering corporate services across India for the 2024-25 fiscal year.

Purpose and Objective

Bridging Data Gaps: Manufacturing sector is covered by the Annual Survey of Industries (ASI), but the incorporated services sector lacked a dedicated annual survey.

Economic Analysis: Survey aims to generate detailed estimates of Gross Value Added (GVA), employment, fixed capital, and other economic parameters at both the state and industry levels to aid in GDP calculation and policy formulation.

Scope and Coverage

Target Entities: It covers enterprises registered under the Companies Act, 1956/2013 or the Limited Liability Partnership (LLP) Act 2008.

Sectors Covered: The survey includes a wide range of service activities, broadly categorized into:

  • Construction
  • Trade
  • Other Services (including Transport, ICT, Accommodation & Food Service, Health, Education, and Real Estate).

Sampling Frame: The survey utilizes the Goods and Services Tax Network (GSTN) database as its sampling frame to identify active enterprises.

PRACTICE QUESTION

Q. With reference to the Annual Survey of Incorporated Services Sector Enterprises (ASISSE), consider the following statements:

1. It is conducted by the National Statistical Office (NSO).

2. It primarily utilizes the MCA-21 database as its sampling frame to select enterprises.

3. It covers both incorporated and unincorporated service sector enterprises.

Which of the statements given above is/are correct?

a) 1 only

b) 1 and 2 only

c) 2 and 3 only

d) 1, 2, and 3

Answer: a

Explanation:

Statement 1 is correct: The survey is conducted by the National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI). Its objective is to build a comprehensive database of the corporate service sector.

Statement 2 is incorrect: The ASISSE primarily utilizes the Goods and Services Tax Network (GSTN) database as its sampling frame, not the MCA-21 database alone. The use of the GSTN frame is a key feature of this survey to ensure better coverage of active enterprises, as confirmed by pilot studies and official releases.

Statement 3 is incorrect: The survey explicitly excludes unincorporated enterprises. It covers only incorporated service sector entities (those registered under the Companies Act, 1956/2013, or LLP Act, 2008). The unincorporated service sector is covered separately by the Annual Survey of Unincorporated Sector Enterprises (ASUSE)

Frequently Asked Questions (FAQs)

ASISSE stands for the Annual Survey of Incorporated Services Sector Enterprises. It is a monumental statistical initiative launched by India's National Statistical Office (NSO).

ASISSE was introduced to accurately measure the economic and operational indicators of India's formal services sector, which accounts for over 54.6% of the country's Gross Value Added (GVA). Previously, the government had to rely on flawed proxies like the MCA-21 database to estimate this massive sector.

The ASISSE is conducted by the National Statistical Office (NSO), which operates under the Ministry of Statistics and Programme Implementation (MoSPI).
