Universities must not restrict constitutionally protected speech beyond Article 19(2) grounds. Freedom of expression, vital for truth and self-fulfillment, faces challenges in India’s low press freedom ranking. Private universities, as public functionaries, cannot arbitrarily curb speech. Diverse opinions enrich democracy and scholarship, aligning with constitutional goals.
