SCHEME FOR PROMOTION OF CULTURE OF SCIENCE (SPoCS): EXPLAINED

The Union Minister for Culture and Tourism announced that 27 Science Centres have been established across India under the Ministry of Culture's Scheme for Promotion of Culture of Science (SPoCS), aiming to develop a scientific mindset and provide access to science learning facilities in underdeveloped regions.

Context: 

The Union Minister for Culture and Tourism, in Rajya Sabha, shared the implementation status of the Scheme for Promotion of Culture of Science (SPoCS).

Scheme for Promotion of Culture of Science (SPoCS) 

The Ministry of Culture launched this initiative to develop a "scientific mindset" across the country.

The government's focus on "scientific temper" is deeply rooted in the constitution (Article 51A(h) promoting the duty to develop scientific temper, humanism, and the spirit of inquiry and reform). SPoCS directly contributes to fulfilling this constitutional objective. 

National Council of Science Museums (NCSM), an autonomous organization under Ministry of Culture, is the implementing agency of the Scheme.

SPoCS sets up different types of centers across India:

  • Science Cities 
  • Science Centres 
  • Innovation Hub to encourage new ideas, experiments, and creativity 
  • Digital Planetariums to experience the universe, stars, and planets through digital projections.

As of July 2025, 27 Science Centres are working across India. 

Which areas does SPoCS specifically target? => SPoCS establishes "Category-III Centres" in smaller towns and villages. These are areas with populations less than 5 lakh, to ensure that people in less developed or underrepresented regions also have access to science learning facilities.
