SAMPANN is a digital "single-window" platform for Department of Telecommunications retirees. It streamlines pension processing by providing direct bank disbursements, e-PPO downloads, and status tracking. Pensioners use it to submit Digital Life Certificates and manage grievances without visiting government offices.
Why In News?
The Government of India signed agreements with the State Government of Goa and the Cochin Port Authority to adopt SAMPANN.

Key Features of SAMPANN
Direct Benefit Transfer (DBT): Unlike traditional systems where banks act as intermediaries, SAMPANN disburses pensions directly from the government to the pensioner's bank account.
Single Window System: Integrates the entire pension lifecycle—from the filing of retirement papers by the employee to the issuance of the e-Pension Payment Order (e-PPO) and monthly credit.
Digital Integration (UMANG & DigiLocker): Pensioners can view their e-PPO, track payment history, and access Form-16 and Gratuity Orders directly via DigiLocker and the UMANG App, ensuring paperless record keeping.
Online Grievance Redressal: Dedicated dashboard where pensioners can lodge complaints and track their resolution status in real-time, ensuring accountability.
Transparency for Pensioners: Pensioners receive SMS alerts for every transaction and can verify their pension calculations online.
Replicability: SAMPANN is no longer just for Telecom pensioners. Other states and PSUs can "rent" or adopt.

SAMPANN (System for Accounting and Management of Pension) is a cloud-based, comprehensive digital pension management system. It enables end-to-end processing—from sanctioning to direct monthly disbursement—of pensions directly into the beneficiary's bank account, completely bypassing intermediary banks and post offices.
The platform was developed, and is owned and operated by the Office of the Controller General of Communication Accounts (CGCA), which functions under the Department of Telecommunications (DoT), Ministry of Communications.
A "Phygital" (Physical + Digital) approach recognizes that pure digitalization can alienate digitally illiterate demographics like the elderly. It advocates for backing robust digital portals with accessible physical support desks (such as at Common Service Centres or Post Offices) to assist citizens with digital navigation and grievance redressal.
