Why In News?

The West Bengal government initiated the rollout of the Centre's PM Vishwakarma Yojana to empower traditional artisans and craftspeople through financial aid and skill development.

What is the PM Vishwakarma Scheme?

It was launched on September 17, 2023 (Vishwakarma Jayanti) by the Prime Minister, to integrate traditional practitioners into the formal economy and global value chains.

It is a Central Sector Scheme designed to provide end-to-end support to traditional artisans and craftspeople who work with their hands and tools. 

Nodal Ministry: Ministry of Micro, Small and Medium Enterprises.

Financial Outlay: Fully funded by the Union Government with an outlay of ₹13,000 crore.

Scheme Duration: Five years, from FY 2023-24 to FY 2027-28.

Philosophy: Strengthens the Guru-Shishya Parampara or family-based practice of traditional skills.

Key Benefits and Support Components

The scheme provides a comprehensive package of support to eligible beneficiaries:

  • Recognition: Provision of a PM Vishwakarma Certificate and ID Card to provide formal skill acknowledgment.
  • Skill Upgradation:
    • Basic Training: 5 to 7 days.
    • Advanced Training: 15 days or more.
    • Stipend: Beneficiaries receive ₹500 per day during the training period.
  • Toolkit Incentive: An incentive of ₹15,000 provided through e-vouchers at the start of Basic Skill Training to procure modern tools.
  • Credit Support (Enterprise Development Loans):
    • Collateral-free loans up to ₹3 lakh total.
    • First Tranche: Up to ₹1 lakh with an 18-month tenure (available after Basic Training).
    • Second Tranche: Up to ₹2 lakh with a 30-month tenure (available if the first tranche is maintained and digital transactions are adopted).
    • Interest Rate: Concessional rate of 5%, with a Government of India interest subvention of 8%.
  • Incentive for Digital Transactions: ₹1 per transaction for up to 100 eligible digital transactions monthly.

  • Registration Process: Free of charge via Common Services Centres (CSCs) using a biometric-based PM Vishwakarma Portal.
  • Logistics Partner: The Department of Posts (DoP) serves as the logistics partner for the seamless movement of toolkits.
  • Standard Operating Procedure (SOP) for Toolkits:
    • Toolkits weigh between 70-80 kg.
    • Open Delivery System: Delivery staff must perform OTP verification and shoot a 30-60 second video of the open delivery.
    • Beneficiaries must show a QR code/e-voucher to the delivery staff to confirm identity.
  • Monitoring Committees: Implementation involves State Monitoring Committees and District Implementation Committees.
