Context:

The Government of India has launched Nurturing Aspirations through Vocational Training for Young Adolescent Girls (NAVYA).

About the NAVYA Initiative

Objective => The primary goal of NAVYA is to provide vocational training to adolescent girls between the ages of 16 and 18, who have completed at least Class 10. The focus is on non-traditional and emerging job roles to prepare them for the future job market.

Ministries Involved =>This is a joint initiative by the Ministry of Women and Child Development (MWCD) and the Ministry of Skill Development and Entrepreneurship (MSDE).

Target Group => The program targets adolescent girls, with a special focus on those in Aspirational and tribal districts. The goal is to help these girls establish small businesses after their training.

Aspirational Districts Programme (ADP) was launched in 2018, is an initiative to rapidly transform 112 of the most underdeveloped districts in the country. The program aims to improve key development indicators across sectors like health, education, and infrastructure by focusing on convergence, collaboration, and competition. 

Implementation and Key Features

Pilot Phase => Implemented in 27 districts across 19 states. This includes Aspirational districts and districts in the North-Eastern states.

Training => Girls identified by the MWCD will receive training through short-term skill development courses under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and PM Vishwakarma Yojana.

Skill Areas => The training will focus on a variety of skills including:

  • Graphic design
  • Telecom and financial services
  • Smartphone and drone assembly
  • Solar PV and CCTV installation
  • Hand embroidery

Significance of the NAVYA Initiative

Empowerment => NAVYA aims to build confidence, economic independence, and an entrepreneurial spirit among young girls.

Alignment with National Goals => This initiative supports the vision of Viksit Bharat@2047, which aims for a developed India by 2047, through inclusive development. It also promotes women-led development.

Focus on Marginalized Sections => The program promotes skill development among girls from rural, tribal, and other marginalized regions.

Future-Ready Workforce => NAVYA encourages the participation of adolescent girls in emerging sectors, including STEM and technology-driven industries, integrating them into the Skill India Mission.
