GENDER BUDGETING KNOWLEDGE HUB

Union government has launched the Gender Budgeting Knowledge Hub, a digital portal designed to strengthen gender-responsive planning. It offers a centralized repository of tools, data, and best practices for policymakers at both central and state levels, aiming to integrate a gender perspective into all stages of budgeting for more inclusive growth.

Context:

The Union Ministry of Women and Child Development has launched the 'Gender Budgeting Knowledge Hub'.

About Gender Budgeting

It is a powerful fiscal tool and a core component of Gender Responsive Budgeting (GRB).

It is not a separate budget for women but an annual statement presented with the Union Budget that reflects the government's financial commitment towards women's development and empowerment.

It serves as a mechanism to track, analyze, and re-prioritize public expenditure from a gender perspective.

India formally adopted Gender Budgeting in the financial year 2005-06.  

Every year, the Ministry of Finance issues a budget circular directing all ministries to report the quantum of public expenditure earmarked for women, which is then compiled into the Gender Budget Statement (GBS).  

About Gender Budgeting Knowledge Hub

It is a centralized digital portal created by the Ministry of Women and Child Development.

It serves as a comprehensive repository of information and tools related to Gender Budgeting.

Its primary function is to equip policymakers and stakeholders with the necessary resources to integrate a "gender lens" into every stage of policy, from planning and budgeting to implementation and review.

It provides a one-stop source for essential tools, including:

  • Policy briefs on various sectors.
  • Best practices and successful case studies from different states.
  • Gender-disaggregated data, which is essential for evidence-based policymaking.

The platform is designed for a wide range of stakeholders, including:

  • Central government ministries and departments.
  • State governments.
  • Policymakers, researchers, and civil society organizations.

The hub was launched following a national consultation involving central ministries, 20 state governments, and international organizations like UN Women and the Asian Development Bank.
