Context:

India Assumes Presidency of the International Institute of Administrative Sciences (IIAS) for the 2025-2028 term.

News in Detail

Prime Minister Narendra Modi nominated Shri V. Srinivas, the Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), as India's candidate.

India was initially in a three-way contest with South Africa and Austria. South Africa later withdrew its candidacy, supporting India.

The final election was a direct contest between India and Austria. India secured a decisive victory, winning 87 out of 141 votes (61.7%).

This election was historic for two reasons:

  • It was the first time the IIAS President was chosen through a ballot process.
  • It marks the first time India has held this position.

About International Institute of Administrative Sciences (IIAS)

It is a global non-governmental organization dedicated to the study and improvement of public administration practices worldwide.  

Key Objectives and Activities

Knowledge Creation and Dissemination => It produces and promotes comprehensive research on public governance for various audiences

Convening Experts => The institute organizes high-impact events, including three major conferences each year in different countries, that bring together professionals from public service and academia.

Promoting Collaboration => It enables strategic and collaborative projects among its members and partners to address contemporary policy challenges.

Accreditation => The IIAS accredits academic and professional training programs in public administration, ensuring they meet the highest standards of best practice.

Structure and Membership

Member States => 31 countries are Member States, with India being a key member since 1998, represented by the Department of Administrative Reforms and Public Grievances (DARPG).   

National Sections => There are 20 national sections, which are country-level associations of practitioners and academics.

Academic Research Centers => 15 academic centers are part of the federation.

Specialized Sub-Entities => The IIAS has four specialized sub-entities, including:

  • International Association of Schools and Institutes of Administration (IASIA)
  • European Group for Public Administration (EGPA)
  • Latin American Group for Public Administration (LAGPA)
  • Asian Group for Public Administration (AGPA)

Relationship with the United Nations =>While the IIAS is not a formally affiliated body of the UN, it maintains a close working relationship with it. It actively engages with the UN's work in public administration, particularly through participation in the UN's Committee of Experts on Public Administration (CEPA) and the UN Public Administration Network (UNPAN).
