About Quad

The Quadrilateral Security Dialogue (Quad), is a group of four democratic countries: the United States, Australia, India, and Japan. These nations work together to promote peace, stability, and prosperity in the Indo-Pacific region.

The Quad began in 2004 after a tsunami hit the Indian Ocean, killing nearly 250,000 people and displacing 1.7 million across 14 countries. The four countries coordinated disaster relief efforts, sending over 40,000 emergency responders to help. This teamwork laid the foundation for the Quad.

In 2007, officials met formally for the first time during the ASEAN Regional Forum in the Philippines to discuss regional issues. However, the group paused for a decade due to differing priorities, especially Australia’s hesitation amid tensions between the U.S. and China.

In 2017, the Quad revived during a meeting in Manila, focusing on connectivity, maritime security, counter-terrorism, and a free Indo-Pacific. 

Since 2021, the leaders of the four nations—U.S. President, Australian Prime Minister, Indian Prime Minister, and Japanese Prime Minister—meet every year to strengthen cooperation.

Their core mission is to ensure a rules-based global order, where international laws guide actions, not force or domination. Many see the Quad as a strategic response to China’s growing influence in the Indo-Pacific, though leaders, like India’s Prime Minister, clarify it is not against any single country but for a fair global system.

About Indo-Pacific Logistics Network (IPLN)

It is a new initiative launched in September 2024 during the fourth Quad Leaders’ Summit in Wilmington, Delaware.

It allows the U.S., Australia, India, and Japan to combine their logistics capabilities—such as aircraft, ships, and supply chains—to respond quickly and effectively to natural disasters in the Indo-Pacific region.

The IPLN complements other regional efforts, meaning it works alongside existing disaster response systems, not replacing them.

From April 28 to May 2, 2025, Quad partners met at the Asia-Pacific Center for Security Studies in Honolulu, Hawaii, for a Tabletop Exercise. They practiced coordinating logistics, ensuring smooth communication, and delivering aid.
