QUOTA WITHIN QUOTA FOR SCs

Telangana became the first Indian state to divide Scheduled Caste (SC) reservations into sub-groups, ensuring fairer access for the most marginalized. Telangana has become the first state in India to divide reservations (quotas) for Scheduled Castes (SCs) -> Splitting the 15% reservation for SCs into three smaller groups, based on how backward or disadvantaged each group is. This move is called "quota within quota" and aims to help the most marginalized SC communities get better access to jobs and education.

The State government divided 59 SC sub-castes into three groups :

  1. Group I : 15 sub-castes get 1% reservation .
  2. Group II : 18 sub-castes get 9% reservation .
  3. Group III : 26 sub-castes get 5% reservation

This division was based on a report from the Justice Shameem Akhtar Commission.

The government states that this step is taken to ensure social justice. Some SC communities are more backward than others, but they all compete for the same 15% reservation. By splitting the quota, the government hopes to give a fair chance to the most marginalized groups. The Supreme Court allowed states to do this in August 2024. 

The government ensured that 33% of the reserved jobs and seats in education will go to women within these SC groups. If vacancies remain unfilled because there aren’t enough SC candidates, the government will carry forward the vacancies.
