Context

• The Union Cabinet approved the proposal of the Department for Promotion of Industry and Internal Trade (DPIIT) for Uttar Poorva Transformative Industrialisation Scheme, 2024 (UNNATI – 2024).

Details

• Scheme Name: UNNATI (Uttar Poorva Transformative Industrialisation Scheme) 2024.
• Central Sector Scheme for development of industries and employment generation in North East Region.
• Objective: Generate gainful employment, lead to overall socio-economic development, create productive economic activity in manufacturing and service sectors.

• Duration: 10 years from notification date, with 8 additional years for committed liabilities.
• Financial Outlay: ₹10,037 crore.

Scheme Components:

• Part A: Incentives for eligible units (₹9,737 crore).
• Part B: Implementation and institutional arrangements (₹300 crore).

Expected Impact:

• Around 2,180 applications anticipated.
• Direct employment opportunities for about 83,000 during the scheme period.
• Significant indirect employment generation expected.

Implementation Guidelines:

• All eligible units to commence production or operation within four years from registration.
• DPIIT to implement scheme in cooperation with States.
• Steering Committee (headed by Secretary, DPIIT) to interpret scheme within overall financial outlay and issue detailed guidelines.
• State Level Committee (headed by State’s Chief Secretary) to monitor implementation, ensure transparency and efficiency.
• Secretary level committee (headed by senior Secretary of state Industries) to implement scheme and recommend registration and incentives claims.
