The Union Cabinet chaired by the Prime Minister approved One Nation One Subscription (ONOS) as the new Central Sector Scheme to provide equitable access to journals, promoting research and innovation.
The initiative aimed to centralize journal subscriptions for around 6,300 government-run higher education institutions (HEIs).
It aims to provide equitable access to 13,000 scholarly journals through a single platform starting on January 1, 2025.
The Union Cabinet has approved a budget of Rs 6,000 crore for the ONOS initiative over three years: 2025, 2026, and 2027.

Currently, HEIs have access to journals through ten different library associations managed by various ministries, along with individual subscriptions. This system allows about 2,500 higher education institutions to access nearly 8,100 journals.
ONOS will unify the divided approach to journal access by allowing all government higher education institutions to access 13,000 journals from 30 international publishers on a single platform. This will eliminate the need for individual subscriptions and ensure more equitable access to academic resources.
The government plans to standardize research paper fees across all government HEIs to reduce costs and promote equitable access. The government's next step is to negotiate Article Processing Charges (APCs) with journal publishers.
