  • The ranking evaluates cities based on five metrics: healthcare, culture, environment, education, and stability.
  • Vienna, Austria, has been named the best city to live in for the second consecutive year, praised for its stability, infrastructure, education, healthcare, and cultural offerings.
  • Copenhagen, Denmark, retains its second-place position, followed by Melbourne and Sydney in Australia.

Top 10 Liveable Cities in 2023

  1. Vienna, Austria: Unsurpassed combination of stability, good infrastructure, education, healthcare, and culture.
  2. Copenhagen, Denmark: Retains second place for its high livability factors.
  3. Melbourne, Australia: Improved healthcare scores after being affected by COVID-19 waves in the previous year.
  4. Sydney, Australia: Climbed in rankings with improved healthcare scores.
  5. Vancouver, Canada: Recognized for its quality of life and stability.
  6. Zurich, Switzerland: Known for its high standard of living and quality healthcare.
  7. Calgary, Canada: Offers a good quality of life and stability.
  8. Geneva, Switzerland: Provides a high standard of living and quality healthcare.
  9. Toronto, Canada: Recognized for its livability and stability.
  10. Osaka, Japan: Represents Asia in the top 10 list, showcasing its quality of life factors.

Factors Influencing Rankings

  • The index score improved globally to a 15-year high as the world recovered from the pandemic.
  • Average index score increased from 73.2 to 76.2 out of 100.
  • Stability was the only category that saw a marginal decline due to civil unrest, cost-of-living
  • crises, and an uptick in crimes in some cities.
  • Western European cities slipped in rankings due to increased instances of workers' strikes, while cities in Asia and the Middle East made gains.

Least Livable Cities:

  • Algiers, Algeria; Tripoli, Libya; and Damascus, Syria were ranked as the three least livable cities in the world.
  • Damascus consistently ranks low, showing no improvement in its livability scores.
