Context

The United States has identified The Resistance Front (TRF) as a Foreign Terrorist Organization (FTO) and a Specially identified Global Terrorist (SDGT).

A Shadow Organization of Lashkar-e-Taiba in Kashmir

  • The Resistance Front (TRF) is a terrorist group that is thought to be a proxy for Pakistan's Lashkar-e-Taiba (LeT). It was created shortly after Article 370 was repealed in August 2019.
  • TRF announced its creation on Telegram on October 12, 2019, claiming to be a "indigenous resistance group" operating in Jammu and Kashmir.
  • While attempting to project itself as secular and locally oriented while avoiding overt Islamic imagery, the group intends to combat what it refers to as the region's "settler colonial occupation".
  • Its current leader is Sheikh Sajjad Gul, while Ahmad Khalid serves as its spokesperson. Its founder, Muhammad Abbas Sheikh, was assassinated in 2021.

What is 'The Resistance Front' (TRF)? 

  • About: The TRF is a proscribed terrorist group based in Pakistan that operates in Jammu and Kashmir.  It emerged in 2019, following the repeal of Article 370. 
  • It is largely regarded as a front for the Pakistan-based organization Lashkar-e-Taiba (LeT). 
  • TRF was founded after the LeT's leadership was decimated in order to resurrect militancy in Kashmir under a new, more local-looking banner. 
  • TRF was established to give militancy in Kashmir a "indigenous" appearance and to avoid international scrutiny, particularly from the Financial Action Task Force (FATF), which had greylisted Pakistan. 
  • TRF's Operating Model: TRF began as a social media-based group and has now expanded into a militant outfit with a strong online presence.  
  • Unlike its parent group, LeT, TRF avoids fidayeen (suicide) assaults. 
  • India and the TRF: In 2023, the Ministry of Home Affairs designated the TRF as a terrorist organization under the Unlawful Activities (Prevention) Act of 1967, citing its role in terror propaganda, recruitment, infiltration, and smuggling of weaponry and narcotics from Pakistan into Jammu and Kashmir.

India's crackdown on TRF

  • TRF will be legally prohibited in India in January 2023 under the Unlawful Activities Prevention Act (UAPA) of 1967, which recognizes it as a severe national security concern.
  • The Ministry of External Affairs has often emphasized TRF's role as a front for Pakistan-based terrorist organizations like as Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM).
  • In its biannual reports to the UN's 1267 Sanctions Committee in May and November 2024, India presented detailed information about TRF's operations and affiliations.
  • The 1267 Sanctions Committee, officially known as the ISIL (Da'esh) and Al-Qaida Sanctions Committee, is a UN Security Council entity.
  • It is in charge of executing sanctions on individuals and entities associated to ISIL and Al-Qaida, including travel bans, asset freezes, and arms embargoes.
  • Established in 1999 by Resolution 1267, it was initially aimed at the Taliban and Al-Qaida.

Unmasking the Proxy Warfare

  • The US officially designated The Resistance Front (TRF) as a proxy of Lashkar-e-Taiba (LeT).

  • This contradicts Pakistan’s claim that LeT, which Pakistan itself listed as a Foreign Terrorist Organization (FTO) in 2001, is defunct.

  • The move reveals a strategy of proxy warfare, where new organizations are created under different names when parent groups face international sanctions or scrutiny (e.g., Pakistan’s FATF grey-listing).

  • Such tactics allow continuation of terror activities under new guises while avoiding direct accountability.

Diplomatic Impact

  • The UN Security Council (UNSC) earlier passed a resolution on the Pahalgam terror attack but did not name TRF, reportedly due to Pakistan’s influence, which was a setback for India.

  • The US designation of TRF strengthens India’s position at the UNSC 1267 Sanctions Committee, which can impose sanctions like:

    • Travel bans

    • Asset freezes

    • Arms embargoes

Challenges and Double Standards

  • While the US move is a diplomatic boost, such designations are often symbolic.

  • The US has shown double standards, by:

    • Engaging with Pakistan’s military while supporting India.

    • Framing the issue as “India-Pakistan tensions” rather than Pakistan’s state sponsorship of terrorism.

  • The core issue remains Pakistan-backed terrorism, not bilateral tensions.

Way forward

Addressing terrorism issues necessitates concerted worldwide effort on various dimensions:

  • To finalize the Comprehensive Convention on International Terrorism, member states must resolve political disagreements.  A clear, human rights-compliant definition is required for legal clarity and effective cross-border cooperation.
  • Counter-terrorism methods must adapt to online radicalization and lone-wolf assaults, which necessitates improved digital intelligence, community engagement programs, and strong legal frameworks that protect human rights.
  • To disrupt terrorist funding networks, anti-money laundering and terrorist financing frameworks must be strengthened through international cooperation, financial intelligence sharing, and compliance with FATF standards.
  • To construct resilient societies, comprehensive approaches that include integrated peacebuilding, sustainable development, and human rights promotion must address root causes such as poor governance, economic imbalances, and social grievances.
  • Regional stability is critical for effective counter-terrorism, as instability, organized crime, and terrorism create cycles that necessitate multifaceted interventions with local solutions.
